Place the finely diced onion, finely diced green bell pepper, minced garlic, soaked black eyed peas, ham bone or ham hock, and chicken broth into the slow cooker.
Stir gently to distribute the ingredients evenly.
Cover the slow cooker with the lid.
Cook on HIGH for 5 hours, or until the black eyed peas are tender.
After 5 hours, remove 1 cup of the cooked black eyed peas from the slow cooker.
Mash the removed peas thoroughly with a fork or potato masher until smooth.
Return the mashed peas to the slow cooker.
Add the chopped ham, sliced smoked sausage, salt, and black pepper.
Stir thoroughly to combine the mashed peas, meat, seasonings, and broth.
Cover the slow cooker again.
Continue cooking on HIGH for 1 additional hour, or until the ham and sausage are heated through and the flavors are fully combined.
Carefully remove the ham bone or ham hock from the slow cooker.
If desired, remove any remaining meat from the bone, chop it, and return it to the slow cooker.
Discard the bone.
Stir in the chopped parsley.
Taste and adjust the seasoning if necessary.
Serve hot over cooked rice.
