Increase the oven temperature.
Remove the baking dish from the oven and increase the oven temperature to 450ºF.
Prepare the cream mixture.
In a medium saucepan over medium heat, combine the heavy cream, white wine, unsalted butter, garlic powder, and optional cayenne.
Heat the sauce.
Cook the mixture until the butter has melted and small bubbles begin to form around the edges of the cream. Remove the saucepan from the heat.
Add the cream sauce.
Pour the warm cream mixture evenly over the pre-roasted onions.
Add the Parmesan.
Sprinkle the grated Parmesan cheese evenly over the onions and cream sauce.
Cover and bake.
Cover the baking dish with aluminum foil and bake for 20 minutes.
Brown the top.
Remove the foil and continue baking for 5 to 10 minutes, or until the onions are caramelized and the Parmesan cheese is golden brown.
Serve.
Remove the dish from the oven and serve hot.
