Preheat the oven to 400ºF.
Lightly coat a 9x13x2-inch baking dish with cooking spray.
Place the frozen shredded hash browns in a large mixing bowl.
Add the unsalted cream of chicken soup.
Add the shredded pepper jack cheese.
Add the heavy whipping cream, melted butter, and sour cream.
Add 1/4 cup of the grated Parmesan cheese.
Add the onion powder and garlic powder.
Season with salt and black pepper to taste.
Stir the mixture until all ingredients are evenly combined and the hash browns are fully coated.
Spoon the potato mixture into the prepared baking dish.
Spread the mixture into an even layer.
In a separate bowl, combine the crushed Ritz crackers, cooked chopped bacon, remaining 3/4 cup grated Parmesan cheese, and paprika.
Stir the topping mixture until evenly combined.
Sprinkle the cracker, bacon, Parmesan, and paprika mixture evenly over the potatoes.
Place the baking dish in the preheated oven.
Bake, uncovered, for 45 to 50 minutes, or until the casserole is hot, bubbly, and the topping is golden.
Remove the casserole from the oven.
Allow the casserole to rest for a few minutes before serving.
Serve warm as a side dish.
