Preheat the oven to 350°F.
Lightly grease a baking dish and set it aside.
Place the cauliflower florets and minced garlic in a pot of water.
Bring the water to a boil over medium-high heat.
Continue boiling for approximately 15 minutes, or until the cauliflower is tender.
Drain the cauliflower and garlic thoroughly to remove excess moisture.
Transfer the drained cauliflower and garlic to a blender or food processor.
Add the heavy whipping cream, unsalted whipped butter, chopped chives, salt, and ground black pepper.
Blend until the mixture is well combined but still slightly chunky.
Spread the cauliflower mixture evenly into the prepared baking dish.
Sprinkle the cooked and crumbled bacon evenly over the cauliflower mixture.
Add the shredded cheddar cheese evenly over the top.
Place the baking dish in the preheated oven.
Bake for approximately 5 minutes, or until the cheese is fully melted.
Remove the baking dish from the oven.
Garnish with chopped green onions.
Serve warm as a side dish or light main course.
