Heat the chicken stock in a small saucepan and keep it warm over low heat.
Heat the oil and butter.
In a large saucepan, heat the olive oil and butter over medium heat until the butter is melted.
Cook the onion.
Add the finely chopped onion to the saucepan. Cook, stirring occasionally, until the onion is softened and translucent.
Add the chicken.
Add the diced chicken breast to the saucepan. Cook until the outside of the chicken turns white. The chicken does not need to be fully cooked at this stage.
Add the red bell pepper.
Stir in the diced red bell pepper. Cook for an additional 3 to 4 minutes, stirring occasionally.
Add the Arborio rice.
Add the Arborio rice to the saucepan. Stir until the rice is fully coated in the butter, oil, and pan juices.
Begin adding the stock.
Add the warm chicken stock one ladle at a time, stirring often. Allow each addition of stock to be mostly absorbed before adding the next ladle.
Continue cooking the risotto.
Repeat the process until almost all of the stock has been used and the rice is creamy and tender. This should take approximately 17 to 25 minutes.
Check for doneness.
Continue cooking until the rice is fully cooked but still slightly firm to the bite, and the chicken is cooked through.
Add the Parmesan and black pepper.
Stir in the grated Parmesan cheese and black pepper until the cheese is melted and fully incorporated.
Serve immediately.
Serve the risotto warm while the texture is creamy and smooth.
