Add the peanut oil to a wide skillet over medium-high heat.
Season the marinated beef lightly with salt and black pepper.
Add the beef to the skillet in an even layer.
Cook for 3 to 4 minutes per side, or until seared and fully cooked.
Remove the beef from the skillet and set aside.
Reduce the heat to medium.
Add the dry white wine to the skillet.
Use a silicone spatula to scrape the bottom and sides of the skillet, loosening any browned bits.
Allow the wine to reduce by half, about 3 to 4 minutes.
Add the finely diced onion and minced garlic to the skillet.
Cook for 2 to 3 minutes, or until softened and fragrant.
Add the frozen peas and frozen carrots.
Cook for 1 minute, stirring occasionally.
Add the chilled rice and the remaining sauce mixture to the skillet.
Increase the heat to medium-high.
Toss continuously for about 3 minutes, or until the rice is evenly coated, browned by the sauce, and most of the liquid has been absorbed.
Reduce the heat to medium.
Add the cooked beef, scrambled eggs, and diced green onions.
Toss until all ingredients are evenly combined and heated through.
Remove from the heat.
Serve immediately while hot.
